Chain of Responsibility is
a set of legislationunder which the heavy transport industry
needs to operate, the main areas of this legislation are
- Fatigue - to ensure the drivers of heavy vehicles are
suitable rested
- Mass - to ensure vehicles are carrying legal loads to
protect other road users, road infratructure, road side
furniture and the heavy transport comminity and assets
- Dimensions - to ensure during the use of heavy transport
other road users, road infrastructure and roadside furniture
do not create potenially unsafe heavy transport
- Restrain - to ensure what is being carried is fixed securely
to the transport
These four elements are no aimed at penalising the industry.
They are aimed at safety.
Recent statistics have indicated that around 400 heavy transport
drivers die each year in heavy transport related incidents;
this statistic does not include other traumas or loss of equipment,
road infrastructure damage, load of product and other associated
effects and costs.
The COR legislation is backed by the Compliance and Enforcement
Act which are the set of laws that give enforcement agencies
to power to investigate and prosecute COR breaches.
